Crockett and Tubbs are the lookout for pirates who have been jacking boats off the coast of Miami and enlist the help of some colourful characters: Jackson, a pilot who worked with Jimmy (Gary Cole), a stolen goods dealer and his trigger-happy wife (Tommy Chong) and a Pirate DJ who broadcasts out in the ocean to bypass the FCC and is somehow friends with Noogie (Richard Belzer)??
